New EU trade regime with Ukraine to start on October 29

Ukraine and the European Union have approved the removal of some tariffs and the expansion of quotas for agricultural exports. This was announced by Taras Kachka, Vice Prime Minister for European and Euro-Atlantic Integration, on his Facebook page.

The decision of the Association Committee in Trade Composition No. 3/2025, adopted on October 14, 2025, will come into effect on October 29, 15 days after approval. Ukrainian exporters will be able to benefit from the new trade regime this year.

Access to the EU market for the most sensitive products, such as sugar, poultry, eggs, wheat, corn, and honey, will remain limited and gradual. Full liberalization will be considered only for some less sensitive products, such as milk and dairy products, according to the EU Council.

The agreement is bilateral and indefinite, with the next review of Ukraine’s market access scheduled for 2028. The document was signed on behalf of Ukraine by Oleksandra Nechyporenko, Secretary of the EU–Ukraine Association Committee in Trade Composition. The decision is based on agreements reached on June 30, 2025, between Ukraine and the European Commission within the framework of the Deep and Comprehensive Free Trade Area (DCFTA) review.

This decision opens new opportunities for Ukrainian farmers and exporters, strengthens economic cooperation with the EU, and promotes further integration of Ukraine into the European market.

The EU–Ukraine Association Agreement was signed in 2014 and entered into force on September 1, 2017. Following Russia’s full-scale invasion of Ukraine, the EU provided trade facilitation and exceptional instruments granting a high level of unilateral liberalization through autonomous trade measures (ATMs), which were extended in 2023 and 2024 and ended on June 6, 2025.
