Indonesian authorities have introduced new restrictions on the import of plant-based feed ingredients, strengthening government oversight of raw material supplies for the feed industry.
According to Decree No. 11/2026 of the Indonesian Ministry of Agriculture, which came into effect on May 8, importers of soybean meal and feed wheat are now required to obtain a preliminary technical recommendation letter from the Ministry of Agriculture. Only then can they obtain final import permits from the Ministry of Trade.
Furthermore, the new regulations apply to 55 additional feed raw materials, including corn gluten meal, distillers dried grains with solubles (DDGS), wheat bran, and soybean hulls. Imports of these ingredients will require direct permission from the Ministry of Agriculture.
A separate regulation effectively bans the import of corn and broken rice for feed purposes, demonstrating the government’s commitment to strengthening control over feed raw material supply chains and supporting domestic production.
According to the U.S. Department of Agriculture’s Foreign Agricultural Service (USDA FAS), Indonesia’s annual soybean meal requirement is approximately 6 million tons.
Of this volume, approximately 3 million tons are imported by the state-owned company Berdikari, while another 2 million tons were purchased by private traders before the new regulations came into effect. The remaining volume—approximately 1 million tons—is intended for independent feed producers.
Market participants note that tightening import procedures could lead to delivery delays and additional burden on the feed industry, which remains dependent on imported raw materials. At the same time, authorities hope to increase market transparency and improve the management of national feed ingredient stocks.
Experts do not rule out that the new measures will impact trade flows in the Asia-Pacific region and may lead to a revision of the logistics and purchasing strategies of international feed raw material suppliers.
