Ukraine to continue licensing grain exports to five EU countries in 2026

The Cabinet of Ministers of Ukraine plans to maintain the licensing regime for the export of certain agricultural products to five European Union member states in 2026.

According to a draft resolution published by the Ministry of Economy, Environment, and Agriculture, the government proposes approving the list of goods subject to export and import licensing, as well as the relevant quotas for 2026. The document provides for the continuation of licensing for agricultural exports to Bulgaria, Romania, Slovakia, Hungary, and Poland, as well as licensing and quota allocation for sugar exports from Ukraine to EU countries.

Under the proposed measure, exports of the following commodities to the five EU member states will remain subject to licensing:

• wheat and meslin (UKTZED code 1001 99 00 00),
• corn (1005 90 00 00),
• rapeseed or colza seed, crushed or uncrushed, low in erucic acid (1205 10 90 00 and 1205 90 00),
• sunflower seed, crushed or uncrushed (1206 00 91 00 and 1206 00 99 00).

The resolution also extends the licensing and quota regime for sugar exports to the EU at a volume of 100,000 tonnes. The quota will be distributed among sugar producers in proportion to their 2025 production volumes.

This move continues Ukraine’s coordination with the European Commission and border states to balance agricultural trade and prevent market distortions while maintaining export opportunities for domestic producers.
