Ukraine updates export strategy with focus on processing, Made in Ukraine and new business opportunities

The primary focus of Ukraine’s Export Strategy until 2030, currently being developed by the Ministry of Economy, will be to boost the production of high value-added products and expand opportunities for Ukrainian exporters. This was announced by Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine, during the conference “Export in War Conditions: Challenges and Opportunities.”

The new strategy prioritises the implementation of the Made in Ukraine policy, promoting the processing industry, modernising export support tools, and strengthening cooperation between the state and businesses.

“Ukraine’s Export Strategy aims to enhance coordination between businesses, authorities, and public institutions to create favourable conditions for export development. The state must provide service-oriented functions, supporting producers and businesses both domestically and abroad. Our goal is to increase the production and export of Ukrainian goods and services with deeper processing and higher added value. Therefore, the Made in Ukraine policy has become a cornerstone of our approach in developing the export strategy,” emphasised Taras Kachka.

Key Objectives of the Strategy by 2030:

  • Increase the annual export volume of goods and services to USD 77 billion.
  • Raise the share of exports in GDP to 33%.
  • Reduce the share of raw material exports to 59%.

For comparison, in 2024, exports generated approximately USD 51 billion in foreign currency inflows to the economy. Meanwhile, the share of exports in GDP has declined over the past decade from 49% in 2014 to 25% in 2023. The high proportion of raw materials in exports remains a significant challenge.

The Strategy focuses on three main directions:

  • Strengthening the state’s institutional capacity to support exports.
  • Creating a conducive environment for export activities.
  • Increasing production volumes in Ukraine.

To achieve these goals, new tools will be introduced, and existing support mechanisms will be improved, including:

  • Launching a government-backed financial support mechanism for exports and refining existing financial tools.
  • Developing the Export Credit Agency (ECA), the Office for Entrepreneurship and Export Development, and establishing an Export Development Fund.
  • Enhancing the quality of trade and economic representation of Ukraine’s interests abroad.
  • Expanding business access to educational, informational, and consulting services.

The Strategy’s implementation will consider the needs of post-war recovery and Ukraine’s alignment with EU standards. It is expected to transform the export structure, increase the competitiveness of Ukrainian goods and services, and facilitate adaptation to European market requirements.

The draft Strategy and its operational action plan will soon be published on the Ministry of Economy’s website for public discussion.

Background

The development of the National Export Strategy is being carried out with the participation of the TIPSTER project. The TIPSTER project is implemented by the NGO “Foundation for Support of Reforms in Ukraine” with financial support from the German government through the ReACTUA international cooperation project, executed by the German federal agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
